Amazon.uk would be my first choice. I've bought quite a lot DVDs from there. Many of them actually ship from Germany via DHL Deutschepost, which is a bit slow but does provide a tracking number.

Today the amazon.de page is saying that the German Frankenstein Chronicles Season 2 DVD can be delivered to the United States, so I guess they made a mistake before.

I wonder why Amazon is only selling episodes of The Oath individually? I was able to purchase Legends Season 2 there as one full season. That's much easier than having to make 10 separate purchases.

"The Oath" stands for the oath in German. The crime drama series is about a criminal gang called The Ravens. This association is a coalition of corrupt police officers who commit crimes in addition to their actual job. One of them is the policeman Tom Hammond, who is personified by "Game of Thrones" and "The Lord of the Rings" star Sean Bean. He has worked his way up to become the leader of the Ravens. However, one day, when he goes to jail and is later released, he tries to return to his old life and fight his way up again. But that does not turn out to be very easy ... "The Oath" has already been officially extended for a second season.
